What SamChar is
SamChar is a citizen-engagement and survey platform built for Bhutan. Verified government ministries, schools, NGOs and businesses publish surveys of any kind — from quick feedback forms to full research instruments — and citizens earn points for taking part, which they spend on mobile data, airtime and other vouchers. Organizations get quality-scored responses, per-question analytics, CSV export, and a marketplace for buying and selling anonymized aggregate results.
The positioning is deliberate: SamChar sells integrity to the organizations that pay for research, not earnings to the people who provide it. That is why every organization is verified by a person, every response is quality-scored, and every privileged action is logged.
Why it matters
Individual answers are never sold. Only anonymous, aggregated results — and only from people who separately consent — may ever be shared with other organizations, and any group smaller than five people is hidden. Responses from anyone under 18 are never included in a shared dataset, regardless of consent.
